Solicitation for Independent Contractor Attorney - Dependency Counsel
The Superior Court of California, County of Butte is seeking the services of an
independent contractor attorney or firm to represent minors and adults in juvenile
dependency cases at the trial court level. The Court intends to award one (1) contract
for a full-time caseload (approximately 150 to 200 active cases).
Attorneys representing children and parents in dependency proceedings are typically
appointed by the Court. Each case may have multiple attorneys assigned to represent
the parties. Juvenile dependency court calendars occur on Tuesday, Wednesday, and
Thursday of each week at 8:30 AM (with some calendars lasting until 5pm) at the
Oroville Courthouse located at 1 Court Street, Oroville CA, 95965. Periodic detention
hearings may also occur at 8:25 AM on Monday and Friday of each week.
It is preferred that the selected contractor is prepared to accept all appointments,
whether new or ongoing, as of July 1st, 2025. However, individuals that are not available
until a later date are still encouraged to submit a proposal.
Qualifications
The following minimum qualifications must be met to provide services:
- Active membership in good standing with the California State Bar.
- Meeting the requirements in Welfare and Institutions Code § 317, California. Rules of Court, rule 5.660, and Butte Superior Court Local Rules, rule 17 for dependency representation, education, and training.
Prior experience representing minors and/or adults in juvenile dependency cases is also
desired.
If offered a contract, individuals are required to submit to and pass a Live Scan
background check prior to providing services.
Compensation
Pay for these services is subject to funding allocated to the Court for dependency
representation, which fluctuates annually. Pay for the current fiscal year is $14,187.00
per month.
Proposal Instructions
Interested individuals must submit a complete proposal for receipt by the Court by 11:59
PM on Friday, June 6th, 2025. Proposals must include:
- A resume and cover letter which demonstrate the minimum qualifications for this position are met.
- A work plan that details how the contractor intends to provide services and when they will be available to accept appointments.
- If applicable, qualifications of staff that will assist the contractor in performing solicited services.
- Proof of business and professional licenses.
