Solicitation for Conflict Court Appointed Counsel - Juvenile Dependency

The Superior Court of California, County of Butte is seeking to establish a list of independent qualified attorneys or firms to represent minors and adults as conflict counsel in juvenile dependency cases at the trial court level. Conflict counsel is appointed on an ad hoc basis to represent a party or parties that cannot be represented by regular dependency counsel due to a conflict declared in the case.

Attorneys representing children and parents in dependency proceedings are typically appointed by the Court. Each case may have multiple attorneys assigned to represent the parties. Juvenile dependency court calendars occur on Tuesday, Wednesday, and Thursday of each week at 8:30 AM (with some calendars lasting until 5pm) at the Oroville Courthouse located at 1 Court Street, Oroville CA, 95965. Periodic detention hearings may also occur at 8:25 AM on Monday and Friday of each week.

Qualifications

The following minimum qualifications must be met to provide services:

  • Active membership in good standing with the California State Bar.
  • Meeting the requirements in Welfare and Institutions Code § 317, California Rules of Court, rule 5.660, and Butte Superior Court Local Rules, rule 17 for dependency representation, education, and training.

Prior experience representing minors and/or adults in juvenile dependency cases is also desired.

If offered to provide services for the Court, individuals are required to submit to and pass a Live Scan background check prior to providing services.

Compensation

Payment for these services is in accordance with Butte County Superior Court Local Rule 14.2. The rate for conflict counsel services is $85 per hour for time spent rendering services. Counsel who are offered to provide services will be appointed by the Court on an as-needed basis.

  • A resume which demonstrates the minimum qualifications for this position are met.
  • If applicable, qualifications of staff that will assist the contractor in performing solicited services.
  • Proof of business and professional licenses.
