Solicitation for Psychiatric/Psychological Evaluations

The Superior Court of California, County of Butte (“the Court”) is seeking licensed psychiatrists or psychologists (“evaluators”) to conduct court-ordered evaluations in court cases. The Court has updated its payment schedule to the rates listed below and is seeking evaluators who are willing to accept appointments subject to the listed rates. The listed rates include payment for review of records, interviewing, report preparation, and travel time.

REQUIRED QUALIFICATIONS

The following minimum qualifications must be met to provide services:

  • Must possess a Ph.D. or Psy.D. in Psychology from an accredited college or university, or possess an M.D. from an accredited medical school;
  • Must be licensed by the State of California as a Psychologist, or must be licensed by the State of California as a Medical Doctor with certification from the American Board of Psychiatry.

Forensic training and prior experience writing court-ordered evaluations pursuant to the code sections listed in Table 1 is also desired.

Upon request and good cause shown, the Court has discretion to increase the above maximum compensation on a case-by-case basis. The fee for court testimony is set separately at $350/half-day and $600/full day.

Individuals that are selected will be added to the Court’s list of approved psychiatric/psychological evaluators and will be appointed on an ad hoc basis by the Court. Placement on the list does not guarantee a specified number of appointments as that fluctuates based on operational need. At this time, evaluations must be conducted in person at the Butte County Jail located at 7 Gillick Way, Oroville, CA 95965.

PROPOSAL INSTRUCTIONS

Interested individuals must submit a complete proposal. Proposals must include:

  • A curriculum vitae which demonstrates the minimum qualifications have been met.
  • Proof of business and professional licenses.
  • The types of reports (see Table 1) that the evaluator is willing to produce.
  • The average length of time it would take to complete and submit a report to the Court, differentiated by report type if necessary.
